MPD: he has Multiple Personality Disorder/Split Personality so he has two separate sides
Psychosis/Wesker: Wesker is his Split Personality, obsessed with time and murder, he is homicidal and often cracks jokes of gore and torture as well as cannibalism. He talks to Anon in one of two ways, he teases him with the threat of murder or he convinces him that murder is the only way out of a particular situation.

Backstory
CHildhood: growing up he was horribly abused by his father, in which caused many voices in his head. One stood up and called himself "Wesker" and influenced Anon to kill his family and run out into the night
Current life: he lives alone with no home or family, but gets mentored a little along the way
